Introduction
The National Digital Data Platform Interoperability (from now on, "PDND") is designed to uphold the “once only” principle. This means that Public Administrations (PAs) should not request information from citizens that they already have on file.
PDND provides a unified access point to the E-service Catalog, a list of digital services offered by participating entities. This catalog is initially populated by major data providers, which, by law, are required to register on the platform, develop the necessary interfaces, and make their databases available at no additional cost to the public finances (Art. 50‑ter, paragraph 2, Digital Administration Code).
Benefits for Participating Entities
Thanks to this platform, participating entities can:
- browse the e‑service catalog to find available services;
- register and access services of interest;
- benefit from a standardized process for accessing e‑services and reusing administrative procedures, thereby reducing administrative burdens;
- be authenticated and authorized both as providers and consumers, ensuring a secure information exchange channel;
- have their administrative operations with other entities tracked and stored.
Benefits for Citizens
There are two clear advantages:
- simpler and faster procedures, carried out more efficiently without additional strain on the State’s budget;
- not having to resubmit information already held by Public Administrations (the once only principle).
Data handling
PDND Interoperability does not record, process, or store the data exchanged between entities and does not allow indiscriminate or generalized access to the data owned by PAs.
Current status
Not all features outlined in AgID’s Guidelines have been implemented yet; some are already in the roadmap or currently under development. While the Guidelines describe what PDND will become once fully operational, this guide is updated continuously and provides all the operational details needed to use the features currently available.
