Who is it for
PDND is designed to serve a wide range of public and private entities, with the goal of creating a widespread and legally compliant data exchange ecosystem.
Entities eligible to join
The following categories of entities can join the platform, both as producers and consumers of data:
- Public Administrations (Art. 2, paragraph 2, letter A, CAD)
- Public Service Managers (GSP — Art. 2, paragraph 2, letter B, CAD)
- Publicly Controlled Companies (SCP — Art. 2, paragraph 2, letter C, CAD)
- Companies within the Consolidated Economic Account (SCEC)
- E-procurement platforms certified by AgID
- Insurance companies, limited to specific information flows provided for by current legislation.
The complete and up-to-date list of eligible entities is defined in the platform’s membership agreement.
The role of private entities
In the 2025 update to the AgID Guidelines, access has been extended to private companies, which can currently operate in the validation environment to test the platform’s functionality using simulated data. Their participation in the production environment will follow the evolution of AgID’s Guidelines.
Access prerequisite
To operate on the platform and access the e-service catalog, entities must first complete the subscription procedure. All necessary steps are described in the dedicated section.
If an entity does not fall within the standard categories defined by the agreement, a specific evaluation can be requested by contacting support during the subscription process.
