How to create an opportunity
Private Operators must create at least one opportunity during the agreement process on the Portal. Once the agreement request has been approved by the Department, they will be able to create additional opportunities, always by accessing the Portal.
Public Operators can create an opportunity only after the agreement process has been completed and the agreement has been activated, always by accessing the Portal.
An Operator can create an unlimited number of opportunity drafts in their personal area of the Portal, but can publish a maximum of 5 opportunities at the same time on the IO app.
Opportunity data
To create an opportunity, the Operator must enter the information needed to describe the initiative they want to offer to Beneficiaries.

Opportunity duration
Opportunities must have a minimum duration of 24 hours. This duration should be used only for events or flash offers. Opportunities are displayed in the app only within the time limits defined by the duration set by the Operator.
Once the duration limit has passed, the opportunity will still be visible in the Portal with the status “expired”, but it will no longer be available in the CGN section of the IO app.
“New” badge
When a new opportunity is published on the IO app, it will be highlighted to Beneficiaries through a badge.
The badge allows the Operator to be featured at the top of the list of Operators participating in the Programme for 15 days from the opportunity start date, or from the day on which the opportunity becomes visible in the IO app.
The badge will be visible in the list of Operators and in the opportunity categories, and will show the number of new opportunities published by the Operator. The badge will also be applied to the opportunity shown on the Operator detail page.
After 15 days, the Operator will be listed in alphabetical order from A to Z.
Terms and conditions for accessing opportunities
During the agreement process or, later, when entering new opportunity proposals or integrations to already published opportunities through the Portal, the Operator is free to define, through their Contact Person and according to the terms set out below, the conditions applicable to the opportunities offered to Beneficiaries.
These conditions may also use criteria based on the product or service category, or on the different age ranges of the Beneficiaries.
It remains the Operator’s responsibility to provide the necessary information and make Beneficiaries aware of the terms and conditions applicable to the opportunities. The Operator must correctly complete and keep up to date the documentation submitted during the registration process and the related opportunities visible on the IO app.
The Operator is responsible for the information and descriptions of the opportunities published on CGN.
Recognition and validation of opportunities
The Operator is also required to provide, at its own expense, the tools needed to recognize opportunities for Beneficiaries according to the different conditions applied. These tools include any necessary technical developments.
The Operator must also carry out the appropriate checks to verify that Beneficiaries meet the requirements needed to use the opportunities, in accordance with the applicable terms and conditions.
The Operator must avoid setting clearly discriminatory conditions and/or enabling fraudulent conduct by Beneficiaries, holding the Department and PagoPA S.p.A. harmless from any dispute or claim by Beneficiaries or third parties.
The Department, in exercising its control functions, may monitor and verify the actual and regular recognition of opportunities according to the terms published on the IO app.
